            Senator Wilson's bill, providing for the government of elections in the South has been approved by the Judiciary Committees of both branches of Congress and will be passed immediately.

The insurgents are posted in the mountains of Wieklow, where they are supposed to be suffering from cold and hunger. Four gunboats have been sent to Dublin, to be posted in the river Liffy. The chiefs of the Fenians have directed their adherents to refuse to pay rents.

            The trial of John H. Surratt has not yet commenced and it may be postponed till the June term of the District Court.

            It is now said that the President will appoint only Democrats to office, laving the responsibility with the Senate of rejecting the appointments, which responsibility that body will probably be ready to assume.

            It is again asserted by Washington correspondents that the indications in that locality by the Judiciart Committee in that connection.

            We are informed that a steamer has arrived at St. Nazaire, France, with a detachment of French troops and twelve millions in specie from Mexico.

Disraely had announced in Parliament that he could bring in a new Reform bill, and Gladstone said that if such bill contained satisfactory elements the opposition would receive it with a desire to co-operate with the Government.
