Bismarck goes in for purchasing is peace rather than wasting in war. In the Prussian Chamber, when the bill for appropriating a very large sum as "compensation" to the discrowned George of Hanover, was under discussion, he declared that it was a cheap bargain at the sum named; that it was good policy to buy up a kingdom now and then; that the only reason why Italy did not get the start of him was that she was too poor to pay the money; and that a liberal policy in this regard is the true one. He succeeded in making the Chambers think so, by a vote of two-thirds for his bill, to one third against it.
The Italian finances appear to be in a well nigh hopeless case. One Finance minister after another is tried, and all failed to do anything except to tell the people that bankruptcy stares them in the face. Meanwhile Parliament listens, proposes remedies which are criticised, found fault with and refused, and which after a long to-do end in the nothing out of which they sprang. Count Cambray Digny now reports a funded debt of 250,000 000, a flunting debt of 32,000,000, and a deficit on the current year of nearly 10.000.000! The first thing to be done of course is to retrench, and to tax heavily; but the necessary reforms involve such numberless private interests that it is almost impossible to push legislation in that direction, even by a single step. Count Digny cannot even suggest a method by which the annual income and expenditure can be balanced. Vague hopes of commercial prosperity in the future are made an excuse for not requiring the nation of to-day to sweat itself to pay today's liabilities in full. Italy can learn something from America just now; nor is it absolutely certain that the United States may not learn something also by looking at the condition and prospects of Italy.
Much solicitude is felt in some quarters in regard to the policy which Russia is proposing for the East. It is declared that she is considering whether to push her designs in regard to Turkey and Turkish questions, slowly by peaceful pressure, or rapidiy and instantly by war. Gortschakoff lends all his influence, it is declared, to the peace party; while General Ignatieff, fresh from Constantinople, is understood to be urging strongly the importance of immediate action, even at the risk of precipitating war. The Russian ambassador has been summoned from Constantinople, that he may report the latest aspect of facts. The impossibility of putting down the revolt in Candia reveals the essential weakness, and indeed the utter helplessness, of the Turkish empire; while the European provinces have achieved a practical independence, which seems only to need a proclamation to sever the merely formal bond which is all that still attaches them to the Turkish crown. All things look as if Russia is to draw toward herself the eyes of the world in the not far future, as, more than for many years, of chief consequence among the powers, in her movements, whether for war or peace.
The English are getting a little over their Fenian scare, and beginning to find out that it was essentially a vulgar and despicable affair. Ignorance, prejudice, fanaticism, restlessness, and genuine Irish stupidity, seem to have been mixed in it, in about equal portions. But England must not forget that she has seriously and persisitently wronged Ireland, and that there is a great work of philanthrophy and Christianity which must needs be done there before she can blame the poor Irish for being uneasy, and for turning hither and thither vaguely in weary efforts to lift themselves out of their chronic wretchedness.
What with the Natal imbroglio, and what with the general vagueness of all matters connected with the Colonial Church; the whole matter of organizing and carrying on the dependencies of the Church of England in its outlying districts over sea is in great confusion. Several Colonial sees are without Bishops, and several new Colonial dioceses are shivering in the wind, because "nobody knows what a Colonial Bishop is, or who should have the making of him." It is quite time Parliament, which practically is the "Great Head of the Church" in England, exercised itself about this; and either untied, or cut, the knots and snarls which now encumber it.
