Mr. Keale says the $10 million for home repairs and $10 million for downpayments set up with First Hawaiian Bank is a failure as the Department of Hawaiian Home Lands homesteaders cannot qualify for the loans. His solution is to create an OHA bank. It is difficult for me to understand Mr. Keale's logic for advocating "the creation of an OHA bank." The problem is not the bank because it is doing what if s supposed to do, i.e. loan money to qualified DHHL homesteaders. The problem is "DHHL homesteaders cannot quality for the loans." Maybe OHA should try like hell to get DHHL homesteaders "up to par" to qualify for these monies. There are enough "banks" around, maybe more banks than Hawaiians. Herbert A. Kai Poulsbo, Washington
