FOREIGN NEWS.

The California State Election took place on the day defore the steamer left. Returns were imperfect. but probabilities were that the Democratic ticket had been elected.

VIENNA, Sept. 3.—La Presse, a semi-official journal, asserts that the United States are on the point of concluding negotiations with the Danish Cabinet for the purchase of all the Danish possessions in the West Indies, consisting of the islands of St. Thomas, St. Croix and St. John. The price to be paid is eight millions in gold.

BERLIN, Sept. 2.—The North German Parliament meets in this city October 10th.

LONDON, Sept. 3.—A dispatch from Athens says an armistice has agreed upon, and fighting is suspended in Candia for the present.

CONSTANTINOPLE. Sept. 3.—The Sublime Porte has appointed a mixed Board of Inquiry. consisting of Ottoman and Christian members. They will soon proceed to Candia to investigate the cause of discontent, and obtain from the inhabitants a statement of their grievances. On their report will be based a future reform in the government of the Island.

WASHINGTON. Sept. 3.—Admiral Farragut sends an account of his enthusiastic reception in Russia.

In view of the terrible ravages of yellow fever, Gen. Hancock has asked leave to avail himself of the privilege of the recent order from the War Department, allowing officers ordered to duty in that locality to remain North until October 13th. Gen. Sheridan being ordered to report at Leavenworth, the command of the Fifth District devolves on Gen. Griffin till the arrival of Gen. Hancock.

ALBANY, Sept. 3.—James A. McDougall, late Senator from California, died in this city to-day.

Gen. Slocum is mentioned in Administration circles for Secretary of War.

Seward has publicly contradicted the Tribune story that he is endeavoring to settle the Alabama claims by negotiating for the transfer of British Columbia to the United States.

PUNTA ROSA, Florida, Aug. 21.—The submarine cable, from Key West to Havana, was successfully spliced last Sunday, and works well.

General Howard will be relieved from the position of Commissioner of the Freedmen's Bureau. The President has contemplated to make the change a long time, but not until Stanton and Sheridan were removed, did he fully decide to act in Howard's case.

NEW HAVEN, Aug. 23._—Jeremiah Day, ex-President of Yale College, died last night, aged 98.

NEW YORK, Aug. 26.—A Tribune special says that Seward and Randall will have to leave the Cabinet.

NEW YORK, Aug. 28.—Grant has issued an order directing Gen. Sickles to go to New York and report to the Adjutant General. Grant has also sent to the President another written protest against the removal of Sheridan, and especially urges that the public service requires the presence of Hancock on the plains.

LONDON, Aug. 21.—Parliament was prorogued to-day. The Queen was not present. Her speech was read by Commission. The Queen declares there is no longer any ground for appehension of war in Europe.

PARIS, Aug. 22. —It is said that one of the results of the conference held at Salzburg between the Emperors Napoleon and Francis Joseph, is to insist that the Courts of the Southern German States shall unite in a Southern Confederation, of which Austria is to be head.

LONDON, Aug. 27.—The new cable from Brest to New York will be laid in May next. The northern route is selected as the safest and most practicable. The Great Eastern has been chartered to perform the work.
