English Column.

The Board of Health & the Small Pox.

     The course of the Board of Health regarding the Small Pox has been one of miserable inefficiency and vacillation.

     On the 26th of December, the Pilot who boarded the "Idaho,"  without hailing her to know whether she had any contagious disease, was soundly berated by the Minister of the Interior who is also a member of the Board of Health.  But on the ensuing day, the steamer was allowed to enter and to come along side the wharf, and there to discharge her cargo--with a yellow flag waveing over her!  The Captain and Purser, who had been in most contact with the disease on board, were allowed to go and come as they chose.

     The cabin passengers, who next to those just mentioned, had been the most exposed, were allowed to go on shore, first taking a part,  and  in  less  than a week, taking all their baggage; while the stedrage passengers, who had been comparatively unexposed, were sent to a Quarantine in  the harbor,  where they were confined with a Chinese passenger who because suspected of Small Pox had been shut up with the small pox patient in the forecastle  of  the  steamer.  The crew were supposed to be confined to the steamer, but of course got en shore and mingled with native crowds, and were finally locked up in the Station House, there  to communicate what they could of the disease.

     During those days, the wonderful  "Board of Disease,"  were telling of the abandonment of quarantine regulations in civilized lands.  And in last week's Government Newspapers, there were brave declarations  of  no danger, and taunts at the fearful souls who called for the dismissal of the recreant Board.  Before their articles could appear, a cabin passenger of the "Idaho"  was walking our streets with the disease in full view upon his face, and continued to do so from Tuesday to Thursday.   Strange  to say,---or is not strange?---he was under the care of the Port Physician!  We honor Dr. McKibbin for his prompt resignation of the office.  It was the least he could do before an outraged community.   Dr. Butlum was, it was said, appointed to the vacant office, but  his  commission was not made out; and upon the arrival of the "Comet" on the 10th inst., there was no Physician of the Port.

     On Friday,  January  8th, the  Board of Health passed several most stringent regulations;  which appeared the next day on little slips, instead of being published in the "Kuokoa"  and  "Advertiser"  of the 9th,---regulations in most astonishing contrast with their expressions and doings  of  but  a  few days @@@@@@@.  On the 10th, the "Comet" arrived, and @ the passengers came directly on shore.  On the night of the 11th,  the  "Montana" arrived,  and  the next day she was allowed to come along side of what must be called the Quarantine Wharf,"  and discharge;  but her passengers were detained on board!

     Meantime, the clothes  of  the  passengers of the "Idaho" have been washed by various parties through our town; and it would doubtless but draken  the  picture  to  know  who washed  the  clothes  of the passenger taken since his arrival here, before his disease was detected by our sapient medical authorities.

     Our hearts sicken within us.   If the above facts do not pronounce the condemnation  of the mistakenly called Board of Health, nothing will.   That they should resign,  or be dismissed, will we trust become the demand of any outraged nation.

     We would exhort all to hasten every possible  step  to mitigate the evil by vaccination.  The Board of Health last week issued a circular on the subject in the Governmental Journals of very limited circulation---punctilious of prerogative to the deadly end!

     Let all who are allowed, co-operate  with whatever feeble efforts may  made  by  the Government for protecting our people; but we would urge  that there be no trusting to official aid.

     Let the matter be taken up by all ministers, foreign and native.   Let the matter be discussed in our Evangelical Associations, and let something be speedily done.

     Since the above was written  Dr.  Hillebrand's report has appeard on "The General  vaccination of the Native Population of Honolulu, "  in which he supposes that "the only weak point yet existing  (in Honolulu) is our Chinese population;"  and he says "In one month more the population of Oahu will be protected, and it is safe to assert  that in two months that of the  whole archipelago will be."    We thought we were prepared for any degree of stolid assurance on the part of the Medical Authorities.  But we give up.  What next?

FOREIGN NEWS.

     By the arrival of the Bark "Comet" and Steamer  "Montana",  the present week we are in receipt of late news from abroad, which is of much interest and importance.

     Out thanks are due to the Purser  of  the Steamer "Montana"  for files  of San Francisco Newspapers to the 30 of December.

American.

President Johnson of the United States on  the  26th  of  December,  issued  a  proclamation of full pardon  to  all the enemies of the country lately engaged in efforts to destroy the Union.  The full pardon and amnesty includes Jeff. Davis, Breckinridge, Thompson, Slidell, and all others who, directly or indirectly, engaged in the late rebellion.

     Speaker Colfax has said,  relative  to  the incoming  administration, that there should be a mo@t searching retrenchment. honesty, efficiency, and high character in all connected with the public service.

     Caleb Cushing has been  sent  to  Bogota with full powers  from  the  Government to close the contract  for  a  canal  across the Isthmus, toward which, it is said, the Government is ready to promise a guarantee of one million dollars, and probably  a  part of  the sum needed to make the survey.

     The "Post" says it is asserted  that General Grant has been consulted about the  Panama  ship canal, and is warmly in favor of the scheme.   It is said  that  he  thinks  its speedy construction is necessary to  preserve the commercial and naval supremacy of the United States on the Pacific.

Cuba.

     HAVANA,  December 7.    The  "Diario," which is strongly  in  the  Spanish interest, says that within the jurisdiction of Santiago de Cuba, this year, no crops will be gathered.

     The insurrectionists carry  off the coffee as fast as it ripens, and feed the sugar cane  to their horses.   Steam transports,  with reinforcements from Spain, arrived to-day.

     The Spaniards,  since  their  arrival, feel more confident that the revolution will speedily terminate.

     The "Diario" publishes accounts of misery prevailing in Santiago de Cuba,  which,  it says, is heart-rending.  The Eastern departmeut is ruined for years to come.

Mexico.

     Letters from Picacho, in the State of San Luis Potosi,  state  that  earthquakes of an alarming nature have lately been felt.  Within twenty-four hours, fifty shocks  were  felt, some of  which were very severe;   subterranean rumblings  were  constantly heard.  The town has  been  completely  abandoned by the inhabitants.

     TURKEY AND GREECE     War has become imminent between these two powers growing out of  Creteian troubles.  Hostilities had occurred, the ultimatum of  the Sultan had been rejected by Greece.   Much  anxiety  is felt by the Great Powers of Europe  in  view of war breaking out.  The Oriental question is revived in all its magnitude and  absorbes public attention.     A Conference of the Powers of Europe were to meet in Paris on  the second of January.   The Sultan refused  to participate in the Conference if the  Cretian question is to be discussed.

     Napoleon and the Emperor of Austria are understood to agree in their view, while it is thought that Prussia leans towards those of Russia.   Lord Clarendon,  adheres to  the old policy of England in regard to  Turkey.

     Russia desires that that the  United States enter the Conference of the Great Powers.

     The press represents the  war  excitement  as  great in Constantinople  as  in  Athens.  The Russian flag had been publicly  burnt in the streets of Constantinople.
