The Kaho'olawe Island Conveyance Commission was created by Congress in the fall of 1990 to study and recommend the terms of Kaho'olawe's return to the state. Since then the Commission has held public hearings, submitted an interim report to Congress, and commissioned a number of reports dealing with ordnance removal and other environmental, archeological, historical, and cultural aspects of the island. Its final report to Congress is due Dec. 17.
