Plebiscite should require proof of Hawaiian ancestry

A recent notice of an Hawaiian Sovereignty Elections Council fomm stated the requirements of proof of Hawaiian blood to register to vote in the coming plebiscite. Then Debbie Lokelani Behm, a voter education coordinator for the eouneil, is quoted as saving that proof of Hawaiian blood is not mandatory and "We're trying to be as accurate as possible, but we won't stop people from registering." I would seriously question the results of any election where the
